首先，我们必须加强预防诈骗的意识，不仅要提升全社会的法制观念，以正确的观念引导广大群众加强社会文明秩序意识，发展良好的全民道德，从根本上抵制诈骗。让人民群众深入认识到，诈骗是犯罪行为，严重危害到社会安定与经济发展，必须坚决打击，全体公民有义务履行诚信，说话算数，不允许损害他人的权益，实行严格的法制管理，遏制诈骗的发生。

其次，要加强司法公正，坚持依法量刑，全面推行严惩不贷制度，依法判处诈骗犯罪分子，给予充分的社会责任，吸取教训，以儆效尤，坚决防止诈骗犯罪的发生，依法坚决处置诈骗案件，落实刑事责任，加强行政管理，尽快给予强有力的保护，使公民免受损失。

再次，加强宣传教育，组织开展反诈骗警示教育活动，普及反诈骗知识，提高群众的警惕意识，增强识别诈骗犯罪行为的能力，做到头脑清醒，上当受骗必须严肃处理，尊重人权并保证多种损失可以得到补偿。

最后，加强社会治理，依靠司法机关、行政机关、社会组织的联合维护，共同发挥联合协调作用，从国家立法、社会教育、心理咨询等方面，建立和完善诈骗防范机制，利用媒体大力报道打击诈骗的相关案件，激发公众反诈骗普遍性，共同促进社会诚信创建及全民法制教育进程。
